Mr. McBeath received a Bachelor of Science Degree in Petroleum Engineering from the University of Texas at Austin in 1987. He worked for Schlumberger Technical Services, Inc. in Pakistan, Kuwait, Egypt and Oman and has held various consulting positions since. Mr. McBeath is a founding partner of Austin Consulting Petroleum Engineers Inc.
Mr. McBeath’s practice includes reservoir engineering studies, open-hole and production log analysis, economic evaluations including Fair Market Value assessments, reserve determinations, EOR studies, operational investigations, and other petroleum engineering analyses. His work includes litigation, matters, regulatory applications and administrative hearings as well as and client advisory projects.
Mr. McBeath is a licensed professional engineer in Texas, California, Louisiana, Kansas, Pennsylvania, and Wyoming and holds a MLE designation from NCEES. Mr. McBeath is also a member of the Society of Petroleum Engineers, the Society of Petroleum Evaluation Engineers, and the Society of Petrophysicists and Well Log Analysts.

Mr. Miller is Vice President and a co-founding partner of Austin Consulting Petroleum Engineers Inc. Prior to co-founding ACPE in 2021, Mr. Miller worked for FTI Consulting Platt Sparks LLC, its predecessor Platt, Sparks and Associates CPE, Inc. and Murray Thomas and Griffin, Inc.
Mr. Miller’s areas of expertise include commercial salt-water disposal evaluations, reservoir engineering studies, economic and mineral evaluations, reserve determinations, field development studies, well log analysis, contract analysis and environmental impact assessments. Mr. Miller also works with the Railroad Commission of Texas in assisting operators with regulatory matters and testifies regularly before the Commission. Mr. Miller has aided operators in securing drilling permits, commingling permits, spacing exceptions, density exceptions, disposal permits, new field designations, special field rules, field consolidations, tight gas area designations and gas storage permits. Mr. Miller also works with solar and wind companies to set aside reasonable drill site acreage for oil and gas operators to access the minerals beneath the property.
As an engineer with Platt, Sparks and Associates CPE, Inc., Mr. Miller rose through its ranks and held the position of Vice President prior to the acquisition by FTI Consulting in 2014. After the acquisition, Mr. Miller was a consulting petroleum engineer and Managing Director with FTI Consulting Platt Sparks based in Austin, Texas.
Mr. Miller holds a Bachelor of Science Degree in Civil Engineering from Texas A&M University at College Station and a Master of Science Degree in Petroleum Engineering from The University of Texas at Austin. He is a Licensed Professional Engineer in the State of Texas and an active member in the Society of Petroleum Engineers.

Terry Payne is the President of Austin Consulting Petroleum Engineers Inc. Terry has more than 30 years of experience in the petroleum industry. Mr. Payne advises on a wide range of aspects including: prudent operator issues, production engineering, detailed reservoir engineering studies, reservoir simulation studies, reserve estimates, secondary and tertiary recovery analyses, development studies, fair market value assessments, economic analyses and cash flow studies, lease evaluations, paying quantity determinations, various contract analyses and has provided extensive regulatory support. Mr. Payne is well recognized as an expert witness and has testified in numerous litigation matters, arbitral proceedings and regulatory matters both domestically and internationally.
Before co-founding Austin Consulting Petroleum Engineers Inc., Terry was a Senior Managing Director at FTI Consulting Platt Sparks LLC. Prior to FTI, Terry Payne was the President of Platt, Sparks & Associates Consulting Petroleum Engineers, Inc. Prior to Platt, Sparks & Associates, Mr. Payne was employed by Chevron USA, Inc. in New Orleans. While with Chevron, he had both production engineering and reservoir engineering assignments in many offshore Gulf of Mexico and inland water fields. Prior to his employment with Chevron, Mr. Payne worked for Conoco, Inc. in their operations group in South Texas, where he was responsible for well production and injection operations, problem well analysis, remedial recommendations, and on-site supervision of well work.
Mr. Payne received a B.S. degree in petroleum engineering from The University of Texas at Austin in 1985 and is a Licensed Professional Engineer in the State of Texas. He is a member and former officer of the Society of Petroleum Engineers, a member of the Society of Petroleum Evaluation Engineers and a member of the Society of Petrophysicists and Well Log Analysts.
